    1. ISO-9000 Reimbursement Scheme

    ISO-9000 is the acronym for International Organization for standardization. The accreditation of ISO-9000 is a qualification to sell the product globally. The Small Scale Sector has emerged as a dynamic and vibrant sector of Indian economy; the office of DC(SSI) have introduced the Incentive Scheme of ISO-9000 Quality System aims at encouraging technology upgradation & Quality improvement in SSI sector and prepare them to face the global competition. The Scheme provides reimbursement of 75% of the amount spent for acquiring ISO-9000 Certification (or its equivalent) up to Rs. 75,000/- to each unit.

    The Salient features of the Scheme:

    1. The Scheme envisages reimbursement of charges of acquiring ISO-9000 (or its equivalent) certification to the extent of 75% of the cost subject to a maximum of Rs. 75,000/- in each case.

    2. The Small Scale/ancillary undertakings are eligible to avail the Incentive Scheme.

    3. The Scheme is applicable only to those SSI/ancillary units who have already acquired ISO-9000 (or its equivalent) certification.

    4. It is an all India Scheme administered by Development Commissioner (SSI), Ministry of SSI & ARI, Govt. of India.

    5. The Scheme provide one time reimbursement. The amount of subsidy/ financial support if already received from the State Govt./financial institution shall be adjusted against the entitlement of reimbursement under this Scheme.

    6. The Govt. of India has extended the Scheme upto the 10th Five Year Plan i.e. 31st March, 2007.

    The Procedural Norms and Application Form to claim reimbursement of charges incurred for acquiring ISO-9000 have been now simplified. According to the revised norms, a certificate from the Chartered Accountant certifying the expenditure incurred in acquiring ISO-9000 certificate such as Application Fee, Assessment/Audit Fee/Annual Fee/Licence Fee; Pre-certification expenses towards training, calibration and testing, technical consultancy (excluding hotel, travel expenses and surveillance charges.) shall be submitted alongwith application in place of the certified copies of the various vouchers/receipts of payments made to various agencies.

    Formats of the Application (copy enclosed) & the required documents together with the Check-list of enclosures, are available on request from the Office of the Development Commissioner (Small Scale Industries), New Delhi or from its field Institutions i.e. Small Industries Service Institutes.

    Physical Achievements so far during the Ninth Plan:

    The ISO-9000 reimbursement scheme has been in operation since March, 1994. In all 1384 SSI/ancillary units for an amount of Rs. 8.45 Crores have been benefited from this scheme upto 31st March, 2001.

    1. Awareness –cum-Motivational & Educational Programme on ISO-9000 & TQM:

    Objectives of the scheme:

    The Awareness-cum-Motivational & Educational programmes have been taken up to create awareness & sesitization of SSI units about the benefits of ISO-9000 Quality System so that they are motivated to adopt the International Quality System and become competitive in the global market place. Besides, the 5 days Educational Programmes on ISO-9000 Quality System are organized to educate the SSI units on the various aspects & practices involved in adopting the International Quality System. The one day programme of Awareness was launched by the Govt. in 1991-92 and the 5 days Educational Programmes was introduced subsequently in 1995-96. Recently, the programme of Total Quality Management (TQM) has also been taken for SSI units.

    Method/Mode of operation:

    The Awareness and Motivational programme on ISO-9000 are being organized through its field Institutions (SISIs & RTCs) to sensitise the Small Scale Industries in ISO-9000 and TQM Quality Systems.

    Physical Achievements so far :

    During the year 1999-2000, 36 number of Awareness/Educational –cum-Motivational Programmes on ISO-9000 of one day/five days duration have been conducted through SISI/RTCs. The number of beneficiaries of this programme are estimated to be around 1000.

    Since the launching of these programmes, more than 250 programmes have been organized upto 2000-01 thereby benefitting more than 5000 entrepreneurs across the country.

    As a result of these Awareness programmes, the number of small scale/ancillary units availing the benefits of reimbursement have increased from 122 cases reimbursed upto the end of 8th Plan to 1384 cases reimbursed upto 31.3.2001.

    Energy Conservation Programme.

    In pursuance to the National Programme on Energy Conservation Programme, SIDO launched this programme in Small Scale Industries in 1990-91. There are many energy incentive areas in Small Scale Sector, such foundry, forging, steel re-rolling mill, glass & ceramic, bakeries etc. The source of energy for them are coke/coal, petroleum products and electricity. The specific consumption of energy in Small Scale Sector is high. As such there is lot of scope of energy conservation in Small Scale Sector.

    Objectives of the Scheme:

    Create awareness & educating SSI units about benefits/advantages of new techniques/technologies for saving energy in different SSI clusters of industries.

    Undertaking indepth studies of high energy consuming industry clusters in SSI and identify gaps and potential barriers for energy conservation, and promoting adoption of suitable techniques/technologies to achieve energy efficiency.

    Promoting SSI units adopting Energy audits to improve energy efficiency and fuel substitution, and monitoring the implementation of recommendations.

    Method/Mode of operation

    Awareness and Motivational – cum - Educational Programmes on Energy Conservation are organised through the field institutions of SIDO with the help of outside experts. Training programmes are conducted for Engineers/Supervisors/Operators for clusters of Small Scale Industries using DG sets, Furnaces and Boilers using the Resource persons from Petroleum Conservation Research Association (PCRA) and National Productivity Council (NPC). About 220 programmes have conducted so far, benefitting more than 5000 SSI units across the country. Energy Audits are also being conducted in association with agencies like NPC and State Electricity Boards.

    Programme on Pollution Control & Waste Minimisation

    The Pollution Control & Waste Minimisation Awareness programme to educate & motivate SSI units are being conducted since 1993-94, through SISIs all over the country with financial assistance from Ministry of Environment & Forests.

    The following high polluting industries in SSI have been identified:-

    6. Leather Processin/Tanning Industry

    9. Paint & Chemical Industry

    10. Slate Industry

    11. Lead Acid Battery Industry

    This office through network of SISIs had organised Awareness Programmes on Waste Minimisation & Cleaner Production processes in SSI industry clusters in above mentioned industries. The funds for conducting these programmes were provided by the Ministry of Environment & Forests. The performance during last two year is as under:
