RAJASTHAN STATE INDUSTRIAL POLICY
POLICY IMPLEMENTATION
The last Industrial Policy announced in 1994(IP-94) had put in place a mechanism for monitoring and effective implementation of IP-94. Nodal Officer were designed in concerned departments/agencies to deal with issues concerning Industrial Policy. Facilitation groups were setup under District Collectors at the District level and Secretary Industries at the State Government level. An Empowered Committee under the Chairmanship of Chief Secretary authorised to resolve finally inter departmental issues and other problems relating to policy implementation.
The above arrangements will be continued. With a view to increasing the effectiveness of the State Level Facilitation Group, it has been re-constituted and its powers enhanced. In addition, the following measures are proposed for time-bound implementation of the initiatives contained in the present Policy.
31.3 BOARD OF INFRASTRUCTURE DEVELOPMENT & INVESTMENT
A Board of Infrastructure Development and Investment has been constituted by the State Government sometime ago under the Chairmanship of Chief Minister with Deputy Chief Minister as its Vice Chairman, to decide issues relating to large projects and policy related matters. The objective of this high powered forum is to cut short delays in decision making process. The reconstituted Board will also monitor inter-sectoral co-ordination for Industry-related Infrastructure.
MONITORING
A report on the implementation of the Policy will be furnished every quarter to the Empowered Committee and a similar report will be submitted to the Board of Infrastructure Development and Investment once in six months.
31.5 Sales Tax structure on industrial products would be rationalised. For this purpose, a State Level Committee has been constituted by the State Government as under:

Deputy Secretary Finance(Tax) Department
The Committee will review from time to time the Sales Tax rates. The
Committee will particularly watch if there is any diversion of trade and industry from Rajasthan because of the taxation structure. Tax rates
prevailing in the neighbouring States would be studied from time to time. Measures would be considered and preventive steps would be suggested particularly for industries having high intensity of sickness.
ACCOUNTABILITY
The cases of delay in giving clearances or providing inputs will be investigated by the Commissioner Industries and reported to the Chairman of the Empowered Committee for appropriate action. The services of officers/employees displaying exemplary efficiency and commitment in the work of policy implementation or industrial promotion will be suitably acknowledged/rewarded.
31.7 DEVELOPMENT COUNCILS
The State Government will set up Development Councils comprising experts, representatives from Industry and Government to prepare Action Plans in respect of each thrust sector, with specific goals and time-frames. The implementation of such Action Plans would be reviewed from time to time to evaluate progress and introduce midcourse corrections.
