14. HUMAN RESOURCE DEVELOPMENT
Keeping in view the importance of high quality human resource, the State Government has attached priority to technical training and to facilitating a closer interfaced of technical institutions with industries.
The State Government has already constituted Advisory Committees for its it is and Polytechnics. These are headed by an industrialist of the region. The faculty know-how and the facilities of Laboratories and workshops of these institutions will be made available to industrial units for testing of materials and processes, development of product prototypes, and research and development projects. These institutions will also be available for industrial consultancy and problem solving.
The State Government will encourage setting up of a Technology Institutes/Engineering Colleges for specific trades/sectors by established business houses, trusts and individuals have sound track record of promoting and operating such institutes. RIICO will allot land at concessional rates for such Institutes at its Khara Growth Centre(Bikaner) and Matsya Industrial Area (Alwar) as per procedure prescribed in this regard. Depending on availability, and for Technology may be allotted in other Industrial Areas also.
Industrial Training Institutes (ITI’s) dedicated to the needs of local industry and selected places will be encouraged. For this purpose, RIICO will provide land and building on lease basis to private companies/individuals/trusts.
Need –based training courses will be introduced in ITI’s, Polytechnics or Engineering Colleges in and around the identified locations for training of the manpower required, specially for the Thrust Sectors.
No octroi or sales tax will be charged on scientific instruments and equipments required by technical institutions to be set up with the approval of the State Government under clauses 13.2 and 13.3 above.
The ITI’s and Polytechnics will offer their facilities for skill upgradation of industrial workers, through specially designed on-the-job training and refresher programmes conducted by the faculty, at a reasonable cost.
A Technical Training Advisory Council headed by the Chief Minister and comprising, interalia, representative of Industry, labour and experts in the field would be constituted by the Technical Education Department for rendering advice or aspects relating to human resource development for Industry.
