6. SIMPLIFICATION IN LAND ALLOTMENT RULES OF RIICO

In order to impart greater transparency in allotment of industrial plots, two office bearers of Industries Associations will now be associated with the Land Allotment Committee.

The Land Allotment Rules of RIICO have been simplified to facilitate transfer, mortgage, sub-letting and sub-division for a number of legitimate purpose.

Substantial powers have been delegated to the RIICO’s Regional Manager for speedy decisions regarding allotment, regularisation, transfer etc.

The requirement for approval of building plans of plot sizes up to 40,000 sq. meters has been dispensed with.

Housing facilities on industrial plots in RIICO areas have been recently liberalised. In the urban areas 20% utility area would be allowed for housing facilities while in the case of rural areas this limit would be up to 30%. On the first floor all restrictions on construction of residential facilities have been removed.

Henceforth, no NOC for land conversion beyond the periphery of 1 Km. of RIICO areas would be required. Peripheral development charges have also been reduced from 25% to 10%.

Certain additional facilities like porch, stair case, D.G. Set room, Pump set room have now been allowed in the set-backs of industrial plots.

No retention charges would be levied on the delayed registration of lease deed.

Allotment of land for Hospital/Nursing Homes would now be made on the industrial rates and not commercial rates as was being done earlier.

Vacant commercial plots in RIICO industrial areas would now be allowed to be freely transferred on payment of 5% transfer charges.

Special categories of allottees belonging to scheduled castes, Ex-servicemen and women entrepreneurs would now be allowed concession in land rates even for partnership and private limited companies provided, all the partners/directors belong to the same category.

Set back norms for plots in industrial areas including the transferred areas would be reviewed to provide 70% utility area in each category.
