Review and Improvement of Administrative Machineries:
The State Government will undertake a review of the organisational structure and functioning of the existing administrative machineries responsible for implementation of the industrial development programmes of the State and make necessary reorganisation and improvement at all levels. The Directorate of Industries and the District Industries Centres will be improved with special atention for making the DICs effectives so as to enable them to provide all necessary services to local entrepreneurs under one roof. While restructuring and improving the Directorate of Industries opening of new sections to look after new industries such as electronics, chemicals, petro-chemicals, plastics etc. will be considered. Upgrading of the existing Geology and mining Section to a full-fledged Directorate will also be considered in view of the great prospect of Mining Industry in the State of Mizoram. Sericulture Department
will also be suitably expanded considering the prospect of Mulberry and Oak tasar silk, production in Mizoram. Due to lack of local experts in the field of Industries employment of suitable Consultants from outside the State will be practised whenever considered necessary to bridge over the functional gaps.
Khadi and Village Industries Boards:
The organisation and functions of the Mizoram Khadi & Village Industries Board will also be reviewed and necessary measures will be taken to make it more effective in its implementation of various schemes.
ZIDCO:
The Government will also take necessary measures to further strengthen and improve the functioning of the Zoram Industrial Development Corporation. Credit financing under IDBI refinance scheme, procurement and distribution of controlled industrial raw materials, implementation of entrusted infrastructure development projects setting up and management of entrusted industries and setting up of joint sector industries will broadly be within the preview of the ZIDCO till such time separate relevant agencies are considered necessary.
State Level High Power Review Committee:
The State Level High Power Review Committee headed by the Chief Minister will also be constituted. Finance Minister and Industries Minister will be Members and Commissioner/Secretary Industries will be Members Secretary. The Chairman of the Committee may co-opt any Member to attend the meetings. This High Level Committee will review the industrial policies, programmes schemes and their implementations at least once in a year.
State Level Industrial Advisory Board:
A State Level Industrial Advisory Board under the chairmanship of the Minister of Industries will be constituted and members of the Board will be drawn from related departmental officers, voluntary organisations, industries association, experts, financial and banking institutions, specialised agencies and educational institutions. The Board will be assigned to an advisory role. It will provide a forum for interaction among Government, industries and all sections of the people to ensure the industrial growth in the State in consonant with the values and economic aspirations of the people. The Board should hold a formal meeting at least once in a year to discuss selected issues relating to industrial development and tender suitable advice to the State Government. The Directorate of Industries will provide secretariat service to the Board.
State Level Single Window Clearance Committee:
A State Level Single Window Clearance Committee will be formed under the chairmanship of Chief Secretary and Commissioner/Secretary (Industries) as Vice Chairman and Members drawn
from Directorates related with industrial development, Managing Director of Corporations, Heads of financial and banking institutions in the State, representative of Finance Department, Industries Association and other concerned agencies and organisations. Director of Industries will be member-Secretary to the Committee. The primary objective of the Single Window Clearance
Committee will be sorting out on-the-spot of the problems faced by industries in the State involving inter- departmental nature and to ensure expeditious sanction and delivery of incentives and facilities to the entrepreneurs. The Committee will also undertake solving of various problems relating to allotment of land, supply of water, power, raw material and marketing arrangement. The committee will meet at least once every three months and the decision taken will be binding on all concerned.
District Level Single Window Clearance Committee:
A District Level Single Window Clearance Committee at every District Headquarter, will be set up under the Chairmanship of the Deputy Commissioner and all concerned Heads of Offices in the District will be Members. Non-Official members will also be drawn from experts, industries association,banking institutions prominent public leaders and voluntary organisations. The General Manager DIC of the District will function as Member-Secretary of the Committee. District
Level Committee will sort out grievances of local entrepreneurs and the matter which they cannot sort out at their level should be referred to the State Level Single Window Clearance Committee. The District Level Committee will meet at least once in a month.
