5.0 INSTITUTIONAL SUPPORT

The department is providing institutional support in areas of technology, finance etc. through various bodies affiliated with the Directorate of Industries.

    (A) EXISTING TECHNICAL AND FINANCIAL SUPPORT INSTITUTIONS.

    Technical expertise and guidance are available with the Department of Industries for entrepreneurs seeking to set up new enterprises, modernise existing enterprises or for diversification. They can also seek assistance from Small Industries Service Institute (SISI) at Okhla. SISI also conducts different Types of Entrepreneurship Development Training Programmes. The Haryana Delhi Industrial Consultants Ltd (HARDICON) also provides guidance, Consultancy and advice. Technical assistance/guidance is also provided by the following institutions :-

      (I) TOOL ROOM & TRAINING CENTRE WAZIRPUR

      A Tool Room & Training Centre set up at Wazirpur Industrial Area with Danish Collaboration is functioning since 1978. This centre is engaged in imparting training to young people so as to train them as tool makers and designers. The Centre is also imparting training in Computer Science. The Type of courses being conducted by the Centre are:-

      1. Four-year Diploma Course in Tool and Die making duly recognised by the Board of Technical Education. Govt. of NCT of Delhi.
      2. Two year post-Graduate course in Tool Design and Manufacturing.
      3. One year Short Term course for I.T.I. trained persons in the field of Tool Room Machine Operation & Fitting.
      4. One and half year Post-Diploma course in Computer Applications for graduates in arts, commerce, science or diploma holders in mechanical/electrical/electronics. Tool Room and Training Centre also extends technical consultancy in tool making and produces high quality tools, jigs, fixtures and moulds for small scale and other industries. The centre is equipped with modern high-tech computerised numerically controlled machines so as to manufacture tools with high degree of accuracy.

      (II) Hi-Tech vocational Training Centre, Okhla:-

      The Hi-tech Vocational Training Centre has been set-up at Okhla with the assistance of the Italian Government for providing training on computerised numerically controlled machines.

      The following Courses are run by the Centre:-

      8. Electronics Maintenance Engg - 12 weeks
      9. Electrical Control Circuits - 4 weeks
      10. Programming & Operation of CNC Machines - 12 weeks
      11. Automation with Pneumatics & Hydraulics - 4 weeks
      12. Metrology & Engg Inspection - 4 weeks
      13. Maintenance of CNC Machine Tools - 1 week
       
      (III) Electronic Regional Testing Laboratory (North):-

      This Laboratory has been set up at Okhla by the Government of India, Deptt. of Electronics for providing testing and development facilities to small scale electronics Industries.

      (IV) Weaver's Service Centre:-

      The Centre has been set up by the Government of India at Weavers Colony, Bharat Nagar.

      (V) Indian Institute of Packaging:-

      The Institute set up at Jhandewalan Flatted Factories Complex is engages in testing and development of packing materials. The scope of the Centre will be enlarged after the institute building is constructed at Patparganj Industrial Area, Delhi for which one acre plot of land has already been allotted by the Department of Industries.

      (VI) Other Institutions Proposed for Technological & Skill Upgradation

      1. Product-Cum-Process Development Centre for house-hold Electrical Appliances:-With a view to ensure safety of such appliances and to develop designs and prototypes of electrical appliances which could compete more effectively in the international market, it is proposed to establish a Product-cum- Process Development Centre for house-hold electrical appliances in Delhi with assistance of UNIDO/UNDP.
      2. Auto Parts Development Centre:-It is proposed to set up an Auto Parts Development Centre in Delhi for training manpower in the field of manufacturing automobiles components and for providing common testing facilities for the small scale units. In addition, the centre will provide know-how in manufacturing processes, materials, heat treatment and so on for the production of quality auto parts. The Centre will also work as a nodal agency to collect and disseminate information with regard to development of Industries through seminars and workshops.
      3. Polymer & Plastic Development Centre:-It is proposed to set up a Polymer & plastic Development Centre in Deli. The objective of the Centre is to upgrade the technology level in polymer and plastic processing industries through introduction of improved and new processes, new product designs, better production techniques, improvement in quality and generation of trained manpower, particularly for small scale sector.

      (VII) Delhi Financial Corporation

      The Delhi Financial Corporation caters to long term credit needs of small and medium sectors of industry in Delhi and Chandigarh. Assistance can be availed for purchase of fixed assets such as Land, Building, Plant & Machinery and working Capital. The limit for grant of loan in case of companies and Cooperative societies is Rs. 240.00 lakhs, while for partnership and proprietorship concerns in Rs.90.00 lakhs. Assistance is provided for setting up of new units as well as for shifting, expansion, modernisation, diversification of existing units. There are special schemes for weaker sections of the society under which assistance is given on highly concessional terms. In order to cater to the needs of special target groups, such as, ex-servicemen, women, transport operators, SC/ST, Physically Handicapped etc., the corporation has devised suitable schemes to promote them. The industrial policy for the NCT of Delhi lays special emphasis on promotion of industries which can achieve optimum level of production with less space and power, can generate maximum employment to local skilled persons, sophisticated industries producing high value added items which do not cause congestion and transportation bottlenecks and are of non-pollutant and non-hazardous nature. The Corporation has stopped financial assistance to industrial units except HHI as given in Schedule A & A-I of the Master Plan operating in non-conforming areas of Delhi in the light of the Supreme Court's orders as well as instructions/guidelines issued by the Commissioner of Industries, Govt. of NCT of Delhi. In view of these constraints, the Corporation has diversified its activities in lease financing, working capital financing and tertiary sector.

      In order to promote clean and eco-friendly technology and motivate the small units to modernise & upgrade their technology so as to facilitate the production of quality goods with enhanced profitability and competitiveness, the Corporation has introduced the following two schemes.
      - Acquisition of ISO-9000 series certificate by SSI units.
      - Scheme for technology development and modernisation for SSI units. It has enhanced the ceiling of the assistance under Single Window Scheme from Rs. 50 lacs to Rs. 100 lacs.

      The Corporation has chalked out a special programme to provide financial assistance for rehabilitation of PVC market dealers. For this purpose, DFC has drawn a special programme for giving them financial assistance for purchase of land, construction of building and working capital as per norms of the Corporation.

      In view of the recent orders of the Supreme Court relating to shifting of industries from the non-conforming areas, the Corporation proposes to finance the relocation of industries to the new industrial estates developed by the Govt. of NCT of Delhi. This is a gigantic task and will provide an excellent opportunity to Small Scale Industries in Delhi to modernise & upgrade their technology & infrastructure.

      Details of the main schemes of DFC are given in Annexure-IV.

      (B). Other Institutions

        I. Delhi State Industrial Development Corporation Ltd.

        DSIDC, which was set up in the year 1971 under the Companies act, 1956 in order to assist, finance and promote the interests of small scale industries in the Union territory of Delhi has as on date an authorised capital of Rs.30.00 crores and paid up capital of Rs.21.86 crores.

          (i) Infrastructure Development:-

          Under the scheme of relocation of Industries, projects have been considered and building plans have been submitted for approval of the competent local bodies for construction of Flatted Factories at Jhilmil, Patpar Ganj, Badli Okhla and Narela Indl. Complexes over a total area of 102 acres of Land. In this scheme it is proposed to construct about 5,000 units of 50 sq.m each and the same shall be allotted to such entrepreneurs who are already running their industries in non conforming areas. Applications have already been received in the office of Commissioner of Industries in this regard.
          Under another scheme for Relocation of Industries, land measuring 935 acres has been acquired already at Bawana and action for acquiring another 3,000 acres of land has been initiated. On this land it is proposed to build up a modern Indl. Complex where-in the Indl. plots shall be allotted to such units which are presently running in non-conforming areas in Delhi. these Indl. Complexes will have all modern amenities like wide roads, adequate electric supply, water supply and sewerage including CETP and all other facilities necessary for successful Indl. complexes in modern times.

          (ii) Works under Mini Master Plan for Dev. of Rural Delhi

          DSIDC had been given the work of construction of Multi purpose Community Centres in 27 village initially under this scheme. Construction has already been completed on 22 sites and at others it is at an advanced stage of completion. 14 centres have been inaugurated Impressed with progress of DSIDC another 29 villages have been assigned to DSIDC for construction of the Multipurpose Community Centres. Estimates have been sent to office of the Development Commissioner Govt. of Delhi and they have been requested to hand over the sites in rural areas and funds to DSIDC. A total of 16 Growth Centres are to be constructed in Delhi under this scheme and out of these two growth centres have been given to DSIDC which are in villages Kanjhawalal and Baprola in Delhi. The DSIDC has prepared necessary plans and submitted the same to DDA, for necessary approval. These Growth Centres shall accommodate and provide for institutional areas, commercial areas, residential areas, industrial infrastructure and pleasure facilities etc.

          (iii) Community work Centres

          In order to provide self employment opportunities to the under privileged sections of the society, allotment of 2571 work spaces in 22 new work centres has been completed. Draw of lots have been held for allotment of another 555 work spaces and the same are likely to be allotted in the near future.
          In addition of this a survey has been done of the places where additional work spaces could be constructed subject to FAR norms. A total of seven such sites have been identified and building plans have been submitted to MCD in respect of four sites already. These constructions shall be done on SFS basis through financial participation of perspective and entrepreneurs.

          (iv) Narela Indl. Complex

          DSIDC has developed a modern Indl. Complex in an environmentally friendly indl. estate spread over 247 hectares of land at Narela. This complex provides for features like Common Effluent Treatment Plant, recycling of waste water for horticulture use after its treatment, spaces for ware houses, DTC Depot, Telephone Exchange, ESI Hospital, Fire Station etc. In addition to this, facility centres are situated at seven different places suitably providing for shopping needs and office accommodation for professionals. A total of 1800 indl. plots have been prepared, out of which the possession of 1584 plots have already been given. In the Narela Indl. Complex it is proposed to set up a Hi-tech Electronic Estate which shall have computers, electronics, tele communications and high tech non polluting industries. This shall have a constructed area of one lac sixty thousand sq.m.

          (v) Marketing

          DSIDC is providing assistance to SSI Units of Delhi in marketing their products. In the year 1995-96 the Corporation's turnover was Rs.7.14 crores as compared to Rs.3.34 crores during the previous financial year.

          (vi) Others

          During the year 1995-96 the Overseas Manpower bureau sent seventy four doctors and para medical personnel for foreign assignment.

          (vii) Exhibitions

          The DSIDC also has a permanent pavilion at the Pragati Maidan Exhibition Grounds in New Delhi, which acts as a show window to the industry of Delhi both during International Fairs as well as by way of special exhibitions organised periodically. Exhibition are also organised in different parts of Delhi to enable the small entrepreneurs to exhibit and sell their products. Handloom weavers are given an opportunity to sell their products at different places in the country by the DSIDC's participation in exhibition nationwide.

          During the past few year Exhibition Division has been participating in exhibitions abroad to provide international marketing exposure to small artisans, handicraftsmen, small scale industrial units etc.

          (viii) Bhatri Delhi Emporium

          Delhi Emporium is functioning in State Emporium Complex at Baba Kharak Singh Marg, Connaught Place, New Delhi since 1973.

        II. Society for Self Employment

        Society for Self Employment has been established by the Department of Industries to provide short term training in repair of Radio & T.V., Fashion designing, repair & Maintenance of House hold electrical appliances and fitting, refrigeration and air conditioning and plumbing. The main objective of the society is to train young persons with a view to help them in creating self employment. Training centres of the society are located at E-26- 29 & A-41-44 Flatted factories Complex, Jhandewalan, New Delhi - 55 and shed Nos. 7 & 8, Weavers Colony, opposite Gagan cinema, Sunder Nagri (Nand Nagri), Delhi. Details about training courses are given as under:-

        Upto 30/6/97, as many as 3496 candidates have been trained in different trades. Presently training courses in all the trades are conducted at Jhandewalan and one course in fashion Designing is conducted at Nand Nagri Training Centre. Training courses in some more trades are likely to be introduced in a phased manner.

        III. Delhi Khadi & Village Industries Board

        This statutory Board was reconstituted on 10-07-96 with the Minister of Industries, Govt. of Delhi as its Chairman. It implements two schemes viz. K.V.I. scheme & Block Loan Scheme, with their salient features as under:-

          Khadi & Village Industries Schemes

          1. Delhi Khadi and Village Industries Board provides financial assistance under Village Industries to the individuals, Industrial Co-operative Societies and Institutions registered under S.R. Act, 1860. The funds are meant for the construction of workshed, purchase of machinery, tools and raw materials etc.
          2. From the year 1995-96, the system of providing financial assistance is changed by the Govt. of India. Under the changed system, funds are provided under Consortium of Banks Credit Scheme upto Rs.10.00 lakhs to individuals and upto Rs.25.00 lakhs to the institutional cases at the rate of P.L.R. fixed by State bank of India from time to time. Funds above Rs.1.00 lakh are to be provided based on the project Report for the particular scheme under this system. Funds are available for setting up village industries unit and separately for marketing of exclusively leather products and also for the sale of Khadi & Village Industries products.
          3. This Board implements Village Industries Scheme only in villages (Rural as well as Urban) in the Union Territory of Delhi. Marketing is allowed even in urban areas. For village industries, the applicant has to get NOC from High Power Committee, Govt. of Delhi. But NOC is not required for marketing schemes.
          4. Till the end of the financial year 1996-97, a sum of Rs. 607.51 lakhs to 6680 units has been disbursed under KVIC schemes.
          5. Prescribed loan application on cash payment of Rs.10/- is available from the office of Board.

          Block Loan Scheme

          1. This scheme was transferred to the Board by the Industries Deptt. Govt. of NCT of Delhi, in the year 1990-91.
          2. Under this scheme, working capital loan to the tune of Rs.10,000/- is provided to running/existing house-hold industrial units, established in urban & rural areas in Delhi.
          3. Till the end of financial year 1996-97, 514 units with amount of Rs.51.40 lacs have been provided financial assistance by this Board.
          4. 'NOC' from High Power Committee, Govt. of Delhi is required for these House-hold industries also.

        IV. Haryana Delhi Industrial Consultants Ltd. (Hardicon)

        HARDICON a consultancy organisation set-up by All India Financial Institutions viz. IFCI, IDBI, ICICI in association with Delhi Financial Corporation and Nationalised Banks has been providing Technical & Financial consultancy services to medium, small and tiny industrial units of Delhi. HARDICON is registered with SEBI as a Merchant Banker and provides advisory services to industrial units planning to raise funds through public issue. HARDICON has an office at D-28, Flatted complex, Jhandewalan and provides the following spectrum of industrial and technical consultancy.

          (i) Project Identification, Feasibility Studies, Project Reports and Loan Syndication.
          (ii) NRI Investment Proposal
          (iii) Project Appraisals & Monitoring of Projects
          (iv) Modernisation, Expansion & Diversification
          (v) Technology Upgradation & Technology Transfer
          (vi) Energy Audi, Energy Conservation & Technology Transfer
          (vii) Sick Unit Rehabilitation
          (viii) Market Survey and marketing Consultancy

        HARDICON also conducts Entrepreneurship Development Training programmes. It is regularly conducting training programmes for PMRY beneficiaries. HANDICON is the business development associate of Indian renewable energy development agency Ltd. (IREDA) for promotion of renewable energy products project in this region HARDICON being a non-profit organisation charges moderate consultancy fee.
