    Relocation Scheme
    Promotional Activities of the Department of Industries


    3.0 Relocation Scheme

    The Supreme Court of India in CWP No. 4677/85 M.C. Mehta Vs Union of India & others has observed that industrial activities at residential premises are permitted under certain conditions as laid down in the M.P.D.-2001. To ensure that provisions of the Master Plan are complied with, a High Court of India which examines the permissibility of functioning of units in the residential / non-conforming areas in terms of provisions contained in MPD-2001. All those industries which were unable to obtain necessary permission from the High Power Committee were to stop operating from the residential areas with effect from 01/01/1997.

    For the purpose of relocating the industries functioning in residential/non-conforming areas Govt. of N.C.T. of Delhi has acquired 1300 acres of land out of which possession of 935 acres of land at village Bawana & Holambi Kalan has been taken for developing new industrial estates. Another 3000 acres of land is being identified for acquisition & development into industrial estates. In addition, 102 acres of land is also available with Govt. of Delhi in the developed industrial estates at various locations. About 5800 flatted factories are proposed to be constructed at these locations.

    Applications were invited for allotment of industrial plots/flats under the Relocation Scheme of Govt. of NCT of Delhi. Upto the last date of receipt of applications i.e. 31/12/1996, Department of Industries, Govt. of NCT of Delhi received 51,851 filled up application forms for allotment of industrial plots/flats. The process of screening of the applications is under progress.

    The Govt. of NCT of Delhi has decided that Municipal Corporation Licence of all the units who have applied for alternate industrial accommodation under the relocation scheme may be renewed till such time the alternate industrial accommodation with power connection is available to the unit in newly constructed/developed flatted factory complexes/industrial estates.

    4.0 Promotional Activities of the Department of Industries

    The Department of Industries plays a pivotal role for development of Small Scale Industries in Delhi. Efforts are being made to help entrepreneurs in the process of setting up their enterprise and undertaking technological upgradation.

    I. Infrastructural Facilities

    Infrastructural facilities are provided by the Department of Industries in the form of developed plots and flatted factories. Plots have been developed and allotted in Okhla Industrial Estate, Badli Industrial Estate, Functional Industrial Estate for Electronics Okhla, and Functional Industrial state at Patparganj. Sheds have been constructed and allotted in Okhla Industrial Estate, Badli Industrial Estate and in Bharat Nagar and Nand Nagari. Flatted Factories have been constructed and allotted in Flatted Factories Complex, Okhla and Rani Jhansi Road. DSIDC has constructed Industrial sheds in Okhla, Phase I and Jhilmil Tahirpur, Wazirpur Indl. Area, Lawrence Road Indl. Area, Rohtak Road Indl. Area, Kirti Nagar Indl. Area, Mangolpuri Indl. Area and developed Narela Industrial Complex.

    II. Assistance in Procuring Imported, Scarce Raw Material, Fuels & Other Inputs

    The Department of Industries helps SSI units in procuring raw materials, fuels and inputs like Paraffin Wax, Rubber, Coal, furnace oil, etc. this Department issues essentially Certificates for issue of import licences. For import of capital goods, recommendations are made by this department to the concerned agency. In respect of indigenously manufactured machinery, recommendations are made to National Small Industries Corporation for purchase of machinery on hire purchase basis.

    III. Assistance to Traditional Industries:-

    Government of N.C.T. of Delhi has special programmes for promotion of Handloom. Handicraft and Khadi & Village Industry sectors.

    (A) Handlooms

    Assistance is being provided to the Handloom Sector for promotion, development and modernisation in the following approved plan schemes.

    1. Assistance is being provided to the Handloom Sector for promotion, development and modernisation in the following approved plan schemes.
    2. Technical guidance to Weavers through Weavers Service Centre at Bharat Nagar and Design Cell at Nand Nagri.
    3. Construction of work-sheds at Bharat Nagar and Nand Nagri.
    4. Construction of work-shed-cum-residences at Nand Nagri Rehabilitation Colony.
    5. Thrift Fund-cum-Saving Security Scheme and Group Insurance Scheme.
    6. Loans and grants to weavers cooperative societies for modernisation of looms etc.
    7. Rebate on sale of handloom fabrics during National Handloom Exhibition.
    8. Group Insurance Scheme for powerloom workers in the decentralised sector.
    9. Scheme for State Awards to good working primary Handloom Weavers Co-operative Societies.
    10. Family pension for Handloom Weavers in the Co-op sector & Handicraft Artisans.
    11. Share capital investment in the primary Handloom Weavers & Coop societies/apex federations.
    12. Computerisation of records of Handloom & Handicraft in the Govt. of N.C.T. of Delhi.

    (B) Handicrafts

    Assistance is being provided to the handicraft sector for promotion, development and modernisation in the following manner:-

    1. Training to artisans in the different crafts is being imparted from apprenticeship training centres by Master Craftsmen in different crafts viz. Inlay work, Artificial Jewellery, Clay Modeling, Zari Zardozi, Marble Sculpture, Beed Work, Miniature Painting, Puri Painting and Blue Art Pottery.
    2. The Department is also running the following training centres at Weavers Colony, Bharat Nagar, Delhi to preserve the traditional heritage of the handicrafts :
      1. Paper Crafts & Paper Mache Centre for girls (two years duration) for providing training in paper craft and paper mache.
      2. Carpet Weaving and Training Centre for providing training in carpet weaving (one year duration).
      3. All the trainees of these Courses are paid a monthly stipend of Rs. 250/-.

    3. Marketing support is being given through DSIDC. Rebate on sale of handicrafts items is given during the All India Handicrafts week being held every year during December.
    4. State Awards are also given to Master Craftsmen every year to promote excellence. The Deptt. also sponsors entries of excellent craft items to Govt. of India for National Award.
    5. To promote sale of handicraft goods, crafts bazars are being organised at regular intervals.

    IV Common Facility Centre:-

    1. A Common Facility Centre has been established at the Flatted Factories Complex for Leather Goods at Wazirpur and Ranijhansi Road for the benefit of leather goods industries.
    2. A Six months training course in foot-wear and leather goods manufacture is conducted at Flatted Factories for Leather Goods Complex, Wazirpur.

    V. One Window Information Service

    The Department has set up a One Window Information Service at its head office at Kashmere Gate. The One Window information Service provides assistance for:-

      (a) Registration under Small Scale sector.
      (b) Sanction of Power load from Delhi Vidyut Board.
      (c) Issue of provisional registration as a small scale industry.

    VI. Exports Cell

    In accordance with the policy of the Govt. of India, the Export Cell provides necessary guidance and assistance to export oriented units in order to boost exports from Delhi. The Cell is headed by the JDI (Export) who is also the Nodal Officer for coordinating & facilitating inter-Departmental solutions to the various problems of the exporting community. In order to identify the difficulties and evolving an appropriate policy/action plan, an Export Advisory committee has been constituted under the Chairmanship of Industry Minister, Govt. of Delhi. In our endeavour to promote exports and to give recognition to successful entrepreneurs scheme of "Export Promotion" under which State Export Awards to small scale industries are given. Exporters are also encouraged by the Department to participate in Trade Fair and Exhibitions held in foreign countries. They are provided in Trade Fair and Exhibitions held in foreign countries. They are provided subsidy to participate in such events. The Department has also started a new plan scheme of setting up of an Export Promotion Industrial Park and Technology Park to give a, boost to exports and to develop sophisticated hi-Tech industries.

    VII. Quality Control Cell (Electrical)

    1. The House-Hold Electrical Appliances (Quality Control) Order 1981 was notified on 12th Nov., 1981 by the Central Government under Section 3 of the Essential Commodities Act, 1955. The principal objective of this Quality Control Order is to ensure safety and full protection against hazards to users of Electrical appliances as well as to ensure that the manufacturers maintain the specified standards laid down by the Bureau of Indian Standards. Accordingly 33 items of House Hold Electrical Appliances were brought under the said Quality Control Order, 1981. In the N.C.T. of Delhi. Commissioner of Industries has been designated as the Appropriate Authority.

      The department issues Manufacturers Certificate under HHEA (QC) order 1981 to eligible manufacturers.

    2. The Department has set up a testing Laboratory to check the quality of the items/good produced by the manufacturers of Electrical Appliances. The facility of testing is available to the manufacturers on payment of the prescribed testing charges.
    3. Periodic survey/inspections are conducted and samples checked/tested by the Department to enforce the said Q.C. order.

      In addition to the above, the following four Quality Control Orders are also being implemented by the Industries Deptt.

      1. Electrical Wires, Cables, Appliances and Accessories (Quality Control Order) 1993.
      2. Oil Pressure Stove (QC Order) 1987
      3. General Services Electrical Lamp (QC Order) 1989
      4. Non Pressure Stove (QC Order) 1990

    4. The Deptt. is implementing a plan scheme which provides financial subsidy to the manufacturers of electrical appliances under HHEA (QC) Order 1981 for the purchase of testing equipments. The amount of the subsidy is Rs.10,000/- or 25% of the total cost of the testing equipments purchased, whichever is less.

    VIII. Industrial Pollution Control

    1. A plan Scheme is being implemented by the Department of Industries for providing subsidy to the extent of 50% subject to maximum of Rs.50,000 to individual units for installation of pollution control devices/equipment. The small and medium scale industries are eligible for the grant of subsidy.
    2. In pursuance to the Supreme Court order, 15 common effluent treatment plants would be established by the CETP societies of the respective Indl. areas. It would be established by the CETP societies of the respective Indl. areas. It would be the responsibility of the societies to construct, operate and maintain these plants and control the quality of effluents discharged by the industries within the prescribed parameters. For this purpose, the Govt. of Delhi has released Rs.22,5 crores and central Govt. has released another Rs.22.5 crores being 50% of the capital cost of all these 15 CETPs. The remaining 50% of the capital cost i.e. Rs. 45 crore and subsequent annual operational and maintenance charges are to be borne by these societies. In case, these societies, so desire they can obtain loan upto 30% of capital cost from the IDBI or any other financing institution.

    IX. Grant of Licences to Carry on Business of a Processor or Lubricating Oils & Greases

    The Department of Industries issues licences to carry on business of processor/trader (only for the activity of sale) of lubricating oil & greases under Lubricating Oils & Greases (Processing, Supply and Distribution Regulation) Order, 1987. For the purpose of obtaining Licence, the applicant has to submit the following documents:-

    1. Traders/Resellers:- Traders/Resellers of finished Lubricating oils/greases and specialities are required to apply in the prescribed form alongwith the following documents.
    2. Proof of Legal possession of the premises
    3. Copy of constitution of the firm/company
    4. Treasury challan of Rs.25/-
    5. Processors/Manufacturers:-Processors/manufacturers of Lubricating oils, greases are required to apply in the prescribed form alongwith the documents as applicable to SSI Registration. In addition to this, they are also required to have certificate/NOC from Controller of Explosives, Govt. of India.

    X. Simplification in Procedures

    1. Redressal of Grievances and Assistance to the Members of the Public.
    2. Special emphasis is being given to hear the members of the public and redress their grievances/problems. All officers having public dealing meet the members of the public between 1200 hours and 1300 hours on all working days.

      A public contact office has been established at the entrance to the office of Commissioner of Industries. This Office is manned by an officer of the rank of Assistant Director of Industries under the overall control of the concerned Jt. Director of Industries between 11.00 Hrs and 13.00 Hrs. daily.

    3. Reducing the Inspections by Inspectorial Staff.

      No inspection is ordinarily done for units which are already registered as SSIs and which desire to add more end-products. Inspections are also not necessary in recommending cases of exporting units to various export promotion councils/agencies. In cases where inspections are felt to be necessary, the Department has introduced the practice of giving prior intimation (in writing) to the units of the date and time of inspection, so that a responsible functionary of the unit may be present during the visit. All inspections are to be authorised by an officer not below the rank of Dy. Director of Industries.

    XI. Women Entrepreneurs Cell:

    Keeping in view the policy of the Govt. of India for encouraging entrepreneurship among women, the Industries Department of Govt. of Delhi has set up a special Women Entrepreneurs Cell.
    The Cell helps women entrepreneurs in getting their cases cleared on priority. Briefly the Cell has the following functions and implements the following schemes:-

    1. With a view to raise the economic standard of the family. The Department grants registration for the industries commonly run by women entrepreneurs in their houses. For this purpose 67 household industries have been identified.
    2. To sponsor the names of eligible women entrepreneurs for various Awards including National Awards.
    3. Special schemes such as Mahila Udyami Nidhi (MUN) for providing financial assistance to women entrepreneurs through DFC are available.
    4. Besides the above the industries deptt. is running a Society for Self Employment to impart Training of Six-months duration in fashion designing for women. A two years course in Paper Crafts & Paper Mache items is also being run in the Paper Mache Centre exclusively for women.
    5. The Department of Industries has started the following schemes under the 9th Plan to give assistance to women entrepreneurs :
      1. Financial assistance upto Rs.50,000/- is given with 50% grant to women entreprenuers to setup small units of their own. Training facilities to these beneficiaries is also provided.
      2. Assistance is provided in the form of subsidy to women entrepreneurs for participating in National and International Trade Exhibitions. Outstanding women entrepreneurs are also assisted in participating in National/International seminars, conferences relating to Industrial development with special focus on women.
      3. Project profiles especially for women entrepreneurs are prepared and available for ready reference to the budding entrepreneurs from the Department.

        Apart from the above facilities the following schemes/benefits are provided by the Govt. of India through its various Wings/Deptts.

        1. For display of items manufactured by the Women Entrepreneurs, space is reserved in all National Level Exhibitions/Trade fairs.
        2. Equity type of assistance to a maximum of 15% of the project cost of Rs. 10.00 lacs only with a debt-Equity Ratio of 3:1 is provided to the Women entrepreneurs on a nominal service charge of 1% under the "MAHILA UDYAMI NIDHI" scheme by the Small Industries Development Bank of India.
        3. One time interest subsidy with a ceiling of Rs. 20,000 is provided to woman entrepreneurs by the Industrial Financial Corpn. of India through the State Financial Corpn.
        4. Plant and Machinery is supplied to woman entrepreneurs by the National Small Industries Corporation Ltd under its Hire Purchase Scheme at a concessional rate of interest and a service charge which is one percent less than the General Category and on payment of 15% earnest money as against 20% earnest money for the General Category.
        5. Training to women Entrepreneurs on various areas such as skill development,entrepreneurship development, product and process orientation training, management training, marketing management programmes etc. are also provided by the Small Industries Development Organisation through its net work of Small Industries Service Institutes.
        6. For promotion and recognition of excellence among first generation Entrepreneurs, special prize is given to outstanding Women Entrepreneurs consisting of a cash prize of Rs. 25,000/- and a Trophy being given by the Govt. of India under its Scheme of National awards to small scale entrepreneurs from the year 1993.
