Sub: Proposals are invited for conducting in-depth and independent evaluation study of National Award Schemes by dated   25.04.2008.

Sir,

     This Ministry has been giving away the National Award to the outstanding Entrepreneurs since 1983 with an objective to encourage Micro and Small Enterprises (MSEs) for in house R&D Efforts and Quality Products produced by them etc. There are three types of National Awards namely (i) National Award to MSEs (ii) National Award for Research & Development Efforts in MSEs and (iii) National Award for Quality Products in MSEs. From this year Medium Entreprises and Service sector have also been included. A copy of the scheme, application form, criteria and Proforma for evaluation and awarding marks of each scheme is available on website www.dcmsme.gov.in under the head National Award for your ready reference.

This Ministry feels that an independent evaluation study should be conducted by independent agency to make the scheme more effective and result oriented; so that more number of micro and small enterprises may participate in the scheme.

You are requested to please send your proposal super scribed “ Evaluation Study of National Award Scheme “insealed cover to undertake the above study indicating the fees, period for completion of the study, mode of payment and other terms & conditions by 25.04.2008 as per the terms of reference (TOR) given below:

1. To examine & suggest how the National Award Programme of Ministry of MSME can be made more effective and more participation for the MSMEs.

2. To examine and identify the level of awareness about National Award Programme amongst the MSMEs.

3. To examine whether the awards are functioning as incentives for Micro & Small Entreprises.

4. Whether the criteria for choosing enterprises for award is adequate and appropriate.

5. Impact of Award on Micro and Small Entreprises.

6. To evolve the methodologies of development of existing way of processing of National Award applications at various levels.

7. To suggest mechanism for creation and development of information/Data Bank for new / existing SMEs of National  Award.

8. To identify barriers (technical, financial, social etc.) to introduce and evolve new methodology of National Award  Programme.

9. A sample survey of Minimu 10 MSMEs ( 8 MSEs and two Medium Entreprises) in each state is to be covered.

10. The study is to be completed within 4 months time and the payment will be released in 3 instalments (40% advances, 40% with draft report and balance after       final report).

The technical bid shall be opened in the presence of bidders and evaluated on the basis of the experience of the firm / consultant in conducting evaluation study, approach and methodology proposed for assignment and experience and expertise of the proposed core staff responsible for the assignement.

The financial bids of the qualified bidders would be opened after the evaluation of the technical bids on the same day in the presence of qualified bidders.
