Quality Council of India is the national level body responsible for formulating the strategy, general policy, constitution and monitoring of various components of QCI including the accreditation boards to ensure an effective accreditation system, monitoring the progress of activities & appeal mechanisms set by the respective boards.
Quality Council of India, (QCI), registered as autonomous society was formed by a joint initiative of Government of India and the Indian Industry represented by the three prime industry associations, ASSOCHAM, CII and FICCI.
The objectives of Quality Council of India are
- To promote, coordinate, guide and implement a national quality initiative for building confidence in Indian products and services and for improving competitiveness of the Indian Industry;
- To raise quality consciousness in the country through National Quality Campaigns, such as conducting seminars, conducting study tours, and using other forms of promotion; by promoting business excellence through, quality award schemes, holding competitions etc.;
- To establish National Accreditation Boards, suitable for the country and in accordance with the relevant international standards and guides for:
- Bodies certifying products and quality management systems, and carrying out inspection;
- Registration of Quality Management Personnel and Training Organizations; and
- Testing and Calibrating Laboratories, and
- Monitoring implementation of above.
- To encourage industrial/applied research and development in the field of quality, and dissemination of its results in relevant publications including professional and trade journals;
- To ensure effective functioning of a National Information and Inquiry Service on Standards and Quality;
- To establish an accreditation service for bodies certifying environment and safety management systems;
- To encourage the development and third party certification of quality management systems including environment and safety management systems at the organization-level, for goods and services;
- To facilitate up gradation of testing and calibration facilities and laboratories, and to encourage the development of a national laboratory accreditation system for global recognition and for acceptability of measurement and test results;
- To raise the level of training for personnel engaged in quality activities including the assessors and trainees;
- To develop and operate an appeal mechanism to deal with unresolved complaints;
- To enter into arrangements with similar foreign agencies and develop procedures for exchange and transfer of technologists and technologies, study tours, training in specialised areas of quality technology, conducting of joint projects, providing technical assistance in the establishment of quality consciousness and for other matters consistent with aims and objectives of the Society;
- To collect and disseminate information in regard not only to research and
development but also to industrial matters with regard to quality.
ISO-9000 in India
In 1991, due to liberalization of trade & industrial policies by the Govt., the industries started facing competition both in domestic & international markets, due to product quality, price & services. By 1992-93, ISO-9000 Quality movement had started in India, and 50 companies mainly the large companies had obtained ISO-9000 certification. It was then perceived that ISO-9000 being a complex exercise involving lot of documentations, additional staff for carrying out process control checks & extensive records etc. can be implemented in well organized companies in large & medium scale sectors only.
In 1993-94, the Small Industries Development Organization (SIDO) took the initiative to enthuse SSI sector and a sensitization programme on ISO-9000 Quality System was launched through its network of Small Industries Service Institutes (SISIs). Subsequently, Training & Educational Programmes on ISO-9000 Quality System were introduced to educate SSI enterprises in developing & adopting the International Quality System.
In 1994, Govt. of India has extended its support by introducing an incentive scheme of reimbursement of cost of acquiring ISO-9000 certification. Under the Scheme 1384 SSI units have been reimbursed upto March’2001.
Subsequently, many state Govts. & financial Institutions came forward to join the Quality Movement of SSI Sector initiated by the Govt. of India. Today, State Governments viz. Gujarat, Karnataka & A.P. and financial Institutions viz. SIDBI & EXIM Bank have launched Incentive schemes for SSI for acquiring ISO-9000 certification to enthuse SSI sector to become globally competitive. Presently total number of large/SSI ISO-9000 certified enterprises in the country are estimated to be 6500 nos. of which around 25% are SSI enterprises. The world over ISO-9000 certified enterprises are estimated to be around 3,00,000 nos.
ISO-9000:2000 Series
Last revision of ISO-9000 Quality System was done in 1994.On 15th December 2000, ISO released the new version of the ISO-9000 series of the standards. The new standard is based on eight quality management principles and is more a management standard. The title of standard ISO 9001: 1994 was "Quality Systems- Model for quality assurance in design, development, production, installation and servicing".
The title of the ISO 9001:2000 standard is ‘Quality Management System- Requirement."
The change in title itself signifies a paradigm shift and evolution of managing quality from inspecting quality to building quality and now to quality product/service through Quality Management Systems.
The ISO-9000: 2000 is more user friendly.
In the new revision of the Standards, there is a "Single Quality Management" required Standard (SO-9001) applicable to all organizations, products, services, that replaced ISO-9001; ISO-9002; & ISO-9003 of 1994 Series.
Under ISO-9000: 2000, there are three Primary Standards:
ISO-9000 - Quality Management System
- Fundamental & Vocabulary
ISO-9001 - Quality Management System Requirements
ISO-9004 - Quality Management System
- Guidance to Performance Improvement
The focus of the new standard has shifted from building quality to managing quality. Hence there is a very strong emphasis on the management commitment and how the top management is providing leadership to the various processes involved in product realization for the satisfaction of the customer. The focus has also moved more towards the stated and implied requirements of the customer.
The SSI units who have obtained ISO-9000 Certification under 1994 Series shall be valid upto 15th Dec. 2003, subject to Surveillance Audit as per the conditions stipulated by the Certification Agency.
